What's Changing in the UK's Solar and BESS Project Pipeline & How to De-risk It

The Clean Power 2030 Summit highlighted how planning reform, grid readiness, and environmental delivery are reshaping the UK’s renewable energy pipeline.

At the recent Clean Power 2030 Summit, DESNZ’s Ben Golding was clear that the UK is now in the hard part of the energy transition — the delivery phase, where policy and investment have to turn into built projects. Alongside the grid conversation, a second theme ran through the day: how the shape of the renewable energy pipeline itself is shifting, and what that means for the projects trying to get through it.

A few clear trends came out of the summit data:

Fewer local applications, but a cleaner backlog.

Local Planning Authority (LPA) submissions fell sharply in late 2025 and early 2026, down 25% year-on-year. That slowdown has let councils clear their backlogs, and fewer than 200 projects are now awaiting LPA decisions. Refusals are still a real risk, though: 46 projects were rejected at the local level in 2025.

Nationally Significant Infrastructure Projects (NSIPs) are surging.

A third of all active NSIP applications were submitted in just the last seven months, totalling 3.2GW. Bigger projects are increasingly going straight to central government.

The local threshold has tripled.

Under the Planning and Infrastructure Act 2025, the capacity limit for solar farms allowed under local planning was raised from 50MW to 150MW. This is already changing how projects are routed. Hedgehog Grove Solar Farm (Essex) and Lostrigg Solar Farm (Cumbria) were both withdrawn from the Planning Inspectorate list to progress as local applications instead, which should speed up their delivery.

Battery storage keeps growing.

The UK has passed 15GWh of operational Battery Energy Storage Systems (BESS), with the trend moving toward larger, longer-duration assets. NESO’s tighter grid rules did cause a short-term dip in new battery applications, but there’s still a pipeline of nearly 200GWh of approved projects waiting to be built.

What this means for developers

As grid readiness, network upgrades, and local planning rules increasingly decide which projects succeed, getting the groundwork right matters more than ever. This is where environmental consultancy earns its place, not as a box-ticking exercise, but as the thing that determines whether a project clears planning at all.

Pre-planning and Environmental Impact Assessment.

Before a project reaches an LPA or the Planning Inspectorate, its constraints need to be mapped properly. That means baseline surveys, ecological assessments, geophysics, and archaeological trenching early on, to catch problems before they become costly delays. Managing the Environmental Impact Assessment (EIA) process and preparing Environmental Statements that speak directly to planning policy is one of the most effective ways to reduce the risk of an LPA refusal.

Biodiversity Net Gain.

Planning permission now requires a minimum 10% statutory BNG, and this cuts both ways. At the pre-planning stage, targeted habitat work, species-rich grassland, woodland, and hedgerows, helps unlock approval. After construction, BNG becomes a 30-year legal commitment, so ongoing ecological monitoring and habitat management are needed to stay compliant for the life of the project.

Community and stakeholder alignment.

Large solar and BESS projects often run into local opposition, particularly around the use of Best and Most Versatile agricultural land. Working directly with communities on multi-benefit schemes, permissive paths, community planting, local heritage events, and biodiversity hubs turns a piece of infrastructure into something local people can see a benefit from, which makes local approval a lot easier to get.

What to takeaway

The pipeline is being reshaped by policy changes, grid constraints, and a planning system under pressure to move faster. Projects that get their environmental groundwork right early are the ones most likely to make it through.
